A New Chapter: Advancing Toward Certification

For several years, 1st Step has pursued certification through the Oklahoma Department of Mental Health and Substance Abuse Services. It has been a goal rooted not only in compliance but in our commitment to delivering the highest standard of care to the young men we serve.


The journey, however, has not been a simple one.


On at least three separate occasions, we worked diligently to assemble the required materials and navigate the certification process. Each time, we made progress—but ultimately fell short. The challenge was not a lack of commitment or vision. Rather, we did not yet have the right structure of support and expertise to carry the process across the finish line.


That has now changed.


We are pleased to share that 1st Step has entered into a formal partnership through a Memorandum of Understanding with TLC Counseling Services. In addition, we are deeply grateful for the guidance of Leslie Smith, who is helping shepherd us through the complexities of the certification process with clarity and precision.


With this strengthened team in place, we have officially submitted our application and are actively working with the Department to provide any additional documentation required. While there is still work to be done, we are now moving forward with confidence and momentum.


This milestone represents more than a procedural achievement. Certification will open a new and sustainable stream of revenue through billable services, strengthening the long-term stability of the program. Just as importantly, it brings an added level of legitimacy and accountability to our work—affirming that the habilitative model we have built meets rigorous clinical and operational standards.


At its core, this step forward reinforces what we have always believed: that the young men we serve deserve not only a second chance, but a program grounded in excellence, integrity, and measurable impact.


We look forward to sharing continued progress in the months ahead.

Work Readiness with Suited for Life

On February 12th, 2026, a cohort of young men from 1st Step proudly reached a major milestone as they graduated from the Work Readiness program in partnership with Suited for Life. The course, led by Maurice Nelson, provided participants with practical, real-world skills essential for successfully entering, navigating, and sustaining employment.


Throughout the program, clients actively participated in engaging, hands-on sessions covering resume development, interview techniques, workplace communication, financial awareness, and professional conduct. Beyond skill-building, the young men demonstrated consistency, accountability, and a genuine commitment to personal growth—key indicators of long-term success.


Graduation day marked more than just the completion of a course—it represented a shift in mindset. Each participant displayed increased confidence, improved self-presentation, and a clearer vision for their future. Staff observed noticeable growth not only in employability skills, but also in attitude, motivation, and belief in their own potential.


This accomplishment highlights the power of intentional partnerships and structured programming. It reflects 1st Step’s ongoing commitment to equipping young men with the tools, confidence, and support systems needed to become self-sufficient, career-ready, and positively engaged members of the community.

GRADUATE SUCCESS HIGHLIGHT

Jeff C.

1st Step is proud to highlight the continued success and growth of graduate Jeff C., who completed the program in February 2024. Since graduating, Jeff has demonstrated exceptional commitment to stability, responsibility, and long-term personal development.


While in the program, Jeff earned his CDL Class B license, a key milestone that supported his transition to stable employment. Over the past three years, he has maintained consistent employment with the same employer, demonstrating reliability, a strong work ethic, and professional growth.


In addition to his employment success, Jeff and his wife continue to raise their son together and have also been reunited with their daughter through the restoration of guardianship—marking a powerful milestone in family restoration and stability.


Jeff also contributed to the 1st Step community by serving as a part-time House Manager at the William Kellough House, where he supported structure, accountability, and encouragement for current clients. His leadership in this role reflected his continued commitment to giving back and modeling recovery-focused success.


Jeff is now stepping into a new opportunity with an over-the-road driving position, expanding his career growth and financial stability. He and his family are also preparing to move into their own home together, further strengthening their foundation as a family unit.


Jeff’s journey reflects the true mission of 1st Step—showing that with consistency, accountability, and support, long-term transformation is possible for individuals and families.

program update

1st Step Garden is Back at It!

The 1st Step Garden is officially back in full swing, bringing growth, learning, and fresh produce to our program community!


This season, participants have been busy planting a variety of vegetables, including potatoes, onions, lettuce, and tomatoes. The garden provides not only fresh food but also an opportunity for hands-on learning, responsibility, teamwork, and patience as we watch everything grow from the ground up.


A special big shout out goes to our Master Gardener, Martha Carter, for her guidance, support, and expertise. Her knowledge and encouragement have played a key role in helping the garden thrive and in teaching participants valuable gardening skills they can carry forward.


We are excited to see the progress over the coming weeks and months as the garden continues to grow. The 1st Step Garden is more than just plants in the soil—it’s about growth, second chances, and building something positive together.

PARTICIPANT SUCCESS

GED Graduate Highlight

1st Step proudly celebrates two exceptional young men, Colton T. and William L., for achieving a significant academic and personal milestone—earning their GED. Their accomplishments reflect months of persistence, discipline, and a strong commitment to building a better future despite obstacles and setbacks along the way.


Both graduates will be formally recognized as they walk the stage on May 19th at the Union Adult Learning Center, marking the successful completion of their educational journey. This moment represents not only academic achievement, but also personal growth, accountability, and resilience.


Throughout their time in the program, Colton and William demonstrated consistent effort, a willingness to learn, and the determination to push forward even when challenges arose. 


Their success reflects the core values of the 1st Step Male Diversion Program and stands as a powerful example to their peers of what is possible through dedication and perseverance.


Earning a GED is more than a credential—it is a gateway to expanded opportunities in employment, vocational training, and long-term stability. 1st Step is extremely proud of Colton and William for this accomplishment and looks forward to witnessing the continued progress and success they will achieve in the next chapter of their lives.

Colton T.

We are proud to recognize Colton T. for his outstanding achievements and continued dedication to personal growth and success.


Colton earned his GED in August of last year, demonstrating strong commitment, discipline, and perseverance in reaching his educational goals. Building on that momentum, he successfully completed Welding Training at Tulsa Tech in April of this year—further equipping himself with the technical skills and knowledge needed to pursue a career in a high-demand field.


In addition to his education and training, Colton has earned several industry-recognized certifications that strengthen his employability and readiness for the workforce, including:

  • OSHA 10 Certification
  • Forklift Certification
  • Overhead Crane and Rigging Certification
  • Frontline Leadership: Managing Different Personalities

Colton is currently actively seeking employment in the welding field and remains focused on building a stable and successful career path. His work ethic, determination, and willingness to continue growing set him apart as a leader among his peers.


Colton’s journey reflects the power of resilience and the impact of consistent effort. The 1st Step Program is incredibly proud of his accomplishments and the example he sets for others. We are excited to see what the future holds as he continues to move forward and achieve even greater success.

STAFF Highlight

Meghan Wilson

1st Step is pleased to welcome Meghan Wilson to the team as a Case Manager currently working toward her Case Manager II (CM II) certification. Meghan brings valuable professional experience in case management, along with meaningful lived experience that strengthens her ability to connect with and support the young men we serve.


Meghan is a dedicated mother of two and has a strong background working with the unsheltered population, where she developed skills in engagement, advocacy, and supportive service coordination. Her experience has shaped a compassionate, practical approach to helping individuals navigate barriers and move toward stability and independence.


In her own words, Meghan shares her excitement about joining the 1st Step team and her commitment to the mission: she looks forward to helping young men transform their lives, achieve their goals, and step into healthier, more productive futures. She is eager to walk alongside clients in their journey and support them in becoming the best version of themselves.


1st Step is excited to have Meghan on board and looks forward to the impact she will make through her dedication, experience, and commitment to positive change.

STAFF Highlight

Corry Patterson

We are proud to introduce Corry Patterson as a new House Manager for the William Kellough House at 1st Step Male Diversion Program. Corry is a graduate of Nathan Hale High School and continued his education at Tulsa Community College, where he studied HVAC.


Corry brings over 20 years of experience in HVAC, along with a strong background in electrical work and maintenance. His diverse skill set and hands-on expertise make him a valuable asset to both the facility and the young men we serve.


What truly sets Corry apart is his combination of professional experience and lived experience in recovery, which allows him to connect with clients in a genuine and impactful way. He approaches his role with purpose, striving to create a supportive and structured environment where clients can experience a new way of living. Corry is dedicated to showing the men in the program that a healthy, recovery-focused life is not only possible, but meaningful and rewarding.


His leadership is rooted in accountability, compassion, and consistency—working daily to encourage growth, responsibility, and positive change among the residents.


Outside of work, Corry enjoys staying active at the gym, playing basketball, and expressing his creativity through music, particularly playing the drums.


We are excited to have Corry on our team and look forward to the impact he will continue to make in the lives of the young men at 1st Step.

PROSOCIAL EVENT

Bowling at Andy B's

The young men of 1st Step recently participated in a prosocial outing at Andy B’s, enjoying an evening filled with bowling, laughter, and meaningful peer connection. This event provided a valuable opportunity for clients to step outside of their daily routines and engage in a healthy, structured activity within a positive and supportive environment.


Throughout the evening, participants demonstrated strong teamwork, encouragement, and sportsmanship. The lanes were filled not just with friendly competition, but with genuine support—clients celebrating each other’s wins, lifting each other up, and building camaraderie in real time. Staff observed increased social engagement, improved communication, and a noticeable sense of confidence and connection among the group.


Experiences like this are essential in reinforcing the importance of sober, prosocial relationships. They allow clients to see firsthand that a fulfilling and enjoyable life in recovery is not only possible, but sustainable. The outing at Andy B’s was a great success and continues to reflect 1st Step’s mission of promoting positive lifestyle changes, community involvement, and long-term growth.


As we build on these positive experiences, we are excited to prepare for our upcoming family event at ONEOK Field on May 3rd, where our clients and their families will come together to enjoy time together and watch the Tulsa Drillers play. This special gathering will provide an opportunity for connection, encouragement, and celebration—creating lasting memories in a fun and welcoming environment.

PROGRAM UPDATE

ODMHSAS Certification & Medicaid Billing Expansion

The 1st Step Male Diversion Program is pleased to provide an important organizational update as we continue to strengthen and expand our continuum of care services. We are currently in the process of obtaining certification through the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) to become a Medicaid-billing provider for eligible services.


At this time, 1st Step is actively progressing through Phase 2 of the certification process, a critical stage focused on compliance alignment, policy refinement, documentation standards, and ensuring full readiness for state-level requirements. This phase represents meaningful progress toward becoming a fully credentialed provider capable of expanding access to essential services for the young men we serve.


Obtaining ODMHSAS certification will significantly enhance our ability to sustain and grow programming by allowing us to bill Medicaid for qualifying services. This will increase service capacity, improve care coordination, and strengthen continuity of support for clients as they transition through different levels of care and independence.


This advancement directly supports 1st Step’s long-term commitment to delivering structured, recovery-oriented, and outcome-driven programming that promotes accountability, stability, and long-term success. It also reflects our ongoing dedication to building a stronger, more sustainable system of care for the population we serve.


We remain committed to maintaining high-quality services throughout this process and will continue to provide updates to our partners and stakeholders as we move through the remaining certification phases toward full approval.
