Supervision, Security and House Management
5.1. Policy. Protection of the public and the well-being of the participants require a high level of supervision and security. It is the goal of supervision and security to identify risky or aberrant behavior in order to correct or redirect such behavior. The level and intensity of supervision and security should be proportional to the risk associated with each participant. In early stages of the program, at least through Phase I, each participant should be considered under “house arrest” with freedom and privileges allowed only as necessary for stabilization. As the participants move through later phases, freedom and privilege should become normal and routine with restrictions imposed as sanctions when required.
5.2. Use of Electronic Monitoring. The exact whereabouts of each participant at least through Phase I shall be ensured by use of electronic supervision by ankle monitor. Such monitoring shall be administered on a 24/7 basis by a qualified expert monitoring service selected by the Executive Director in consultation with the Executive Committee. Payment for such services shall be in accordance with customary and reasonable rates for such services charged to governmental agencies with similar objectives.
5.3. House Supervision. While a participant is residing in housing furnished by the program, on site supervision will be provided by the House Manager or designated senior participant at the discretion of the Executive Director in consultation with the Executive Committee. On site supervision will at the least consist of monitoring each participant ingress and egress, control visitors consistent with current visitation policies, ensuring order and good conduct among residents and guests.
5.3.1.The House Manager’s employment contract shall describe supervision duties in detail. The position of House Manager, or equivalent approved by the Executive Director, shall be used at each group residential location; provided that the Executive Director, with the approval of the Executive Committee, may appoint a senior and responsible Participant as house manager, without pay or benefits for residential occupancy at a sober living house. The House Manager shall be a male adult with qualities of: sober living, responsibility, leadership, management and organization skills. High school or GED graduation is required. The House Manager shall be selected and hired by the Executive Director. The House Manager shall be a full or part time W-2 employee and not an independent contractor. The duties and responsibilities of the House Manager shall be determined from time to time by the Board of Directors. The House Manager shall report to the Executive Director.
5.4. House Rules. House rules governing conduct, visitation, household chores and expectations shall be written, communicated to all participants and enforced at all times. Infraction of house rules shall be the subject to sanction pursuant to Section 9.0.
